This system provides
self-service resources for individuals and
managers, and also a consolidated toolset
for the HR personnel. The solution was provided
to Air Force to meet the sixth goal of Strategic
Personnel Plan - leaner and cost effective
human resource services to expeditionary force.
Solution was developed on the concept of an
automated central point of information for
all civilian, military and contractor personnel
to manage and maintain information pertinent
to their individual personnel files, including
records, training documentation, and self-service
functionality. This initiative called as -
Virtual Personnel Center (vPC), is envisioned
to meet the challenges of stovepiped personnel
applications, redundant paperwork, and minimal
self-service functionality. vPC roadmap is
a progressive effort to transform the Air
Force's current resource-heavy service delivery
model to an integrated human resources (HR)
system that can simultaneously deliver immediate
savings in time, effort, and cost while providing
the basis for strategic personnel management.
Individuals can use the system to manage their
Air Force career progress, training, and developmental
opportunities. In addition, they can initiate
self-service actions throughout their career
from assignment to retirement, which can be
workflowed through management and HR staff.
Managers can access the vPC for a rich set
of personnel information that enables them
to accurately measure individual performance
as a foundational element of mission readiness.
For the HR staff, the system not only gives
transparent access to data but also processes,
scores, and presents the information in such
a way that they can make more intelligent
decisions. The vPC will work within Air Force's
'Force Development' framework, enabling personnel
to accurately manage their careers and training
and achieve their goals within the Air Force.
For the Air Force personnel community, the
vPC will provide a consolidated set of personnel
information, lending the necessary visibility
to provide the right person at the right place,
at the right time, at the least cost, with
the skills needed to effectively complete

Finally, the vPC will act as a strategic enabler,
helping to identify strategic jobs, the missions,
which they affect, and providing an up-to-date
view of the mission-readiness of Air Force
