Brian
Courtney heads the CCI and leads CTE's Service Oriented
Architecture (SOA) and Oracle Fusion Middleware practices…
Brian joins CTE after completing an MBA in the Sloan Fellows
Program at MIT. Prior to that Brian was the Senior Architect
at Smith & Nephew, where he led the Digital Operating
Room initiative including video integration, central device
control and medical informatics. Brian also worked as
an Architect at PTC for the ‘Windchill’ product
line, where he led the EAI integration efforts. Brian
has significant experience in software development, marketing,
strategy and sales. He founded C&C Consulting Inc.
in 1991, which provided IT services to the legal industry.
Besides an MBA, Brian holds an MS in Computer Science
from the University of Massachusetts and was an adjunct
faculty member at Daniel Webster College.

Dr
James D Mills has vast experience in innovation and technology
development, and leverages his expertise in decision sciences
to deliver data-driven business transformation solutions
at CCI…
Dr Mills has 20+ years of innovation and technology development
experience. He has worked in a wide spectrum of wireless
and wire-line telecom and data networking areas from device
to systems architecture and theory to product development.
At CTE, Dr Mills leverages his analytical and quantitative
background in decision sciences to deliver data-driven
business transformation solutions for clients. Prior to
that, he was the Director of Research and Research Fellow
for a telecommunications equipment manufacturer, where
he led the conceptualization and development of new technologies,
products and services. He has been on the faculty at the
University of Notre Dame du Lac, a Visiting Scientist
and Research Affiliate with the Laboratory of Information
and Decision Systems at MIT, and the advisory committee
for the Department of Manufacturing Engineering at Boston
University. Dr Mills earned a BSEE from Rensselaer Polytechnic
Institute, and a MSEE and Ph.D. from Notre Dame in Systems
Theory. He also holds an MBA from the Sloan Fellows program
at MIT.

C Hayes, a strategy development specialist, has significant

Bill has significant consulting experience in implementation
of highly-specialized service programs. Bill, who has
specialized in strategy development, provides consulting
on key solutions at CCI. In his role as Managing Partner
at Management Systems International, he has architected
the company’s intricate consulting tools and methods.
Prior to that, Bill was Director, Research and Development
for Qualtec Quality Services, where his responsibilities
included product development, marketing and executive
consulting. He also held various positions in Florida
Power & Light Company, and was responsible for spearheading
functional improvement and corporate documentation efforts
for the Deming Prize for Quality Control. Bill holds a
BA from the University of Miami, College of Business Administration.

D L 'Bear' Baila,
a BS in Ocean Engineering, US Naval Academy, is well-known
for his work in the field of Quality Control…
Following a BS in Ocean Engineering from the United States
Naval Academy, ‘Bear’ Baila went through the
nuclear power pipeline to serve as a submarine officer.
This included over fourteen months of further education,
including Naval Nuclear Power School, Nuclear Prototype
Training in Windsor, Connecticut, Submarine School, and
Communications Officer School. During this career, Baila
was selected by Admiral Hyman Rickover for advancement into
the Navy nuclear power program. Baila, who has done post
graduate work in Industrial Engineering from University
of Central Florida, and has won several distinguished awards
in Quality Control. Baila was Vice President, Quality Services,
at Qualtec, where he led sales, training delivery and account
management.

Lourdes C Cavalier
has significant consulting experience in organizational
efficiency assessments and Technology Systems deployment…
Lourdes has vast consulting experience in Organizational
and Efficiency Assessments, Process Management with focus
on Six Sigma, Quality Audit Reviews, Strategic and Tactical
Plan development, Benchmarking and Implementation of Best
Practices, Account Management and Retention strategies,
and Technology Systems deployment and assessments. Lourdes
has experience in building relationships and project managing
critical engagements, and participated on a variety of customer
service and marketing assignments in various industries.
Prior to that, she worked with MyHomeKey.com as Vice President,
e-Care, where she built the largest and most visited national
home services network with over 500 local, national, and
regional organizations. Lourdes, who holds a BA in Business
Administration, with Minor in Economics, from Florida Atlantic
University, also worked with Florida Power & Light Company
as Director of Customer Service, directing the development
and implementation of FPL Group’s retail energy strategy.
