— Cambridge Technology Enterprises (CTE), a system integrator;

healthcare sectors; has helped the City of Chula Vista develop CommandRESPONSE™
- the only system of its kind in the world today fighting against international
terrorism.
The project is a collaboration among several of the region’s best-known
technology companies, government research labs and the City of Chula Vista.
CTE is proud to share the podium with the likes of US Navy SPAWAR, Antin
Engineering, TechAlt, Qualcomm, Nextel, Proxim, Intervoice, Emergency
E-mail Network, CrossCurrent, and CASE Technology.
The Chula Vista CommandRESPONSE™ project, sponsored by the Office
of Domestic Preparedness (ODP), made its debut Wednesday, November 17,
2004 at the Chula Vista police department.
CommandRESPONSE™ is a system that orchestrates wireless communications
(voice and video), geospatial tracking and application data putting into
the hands of first responders the first truly complete operation picture
of events and incidents inside of an area of responsibility (in this case
the City of Chula Vista). From an applications perspective, REM was the
key to tying all of this information together and provided the “Event
Correlation” mechanism that was used to determine the existence
of a terrorist threat and alert the other systems that action was to be
taken.
Commenting on the role of REM in CommandRESPONSE™, Jim D’
Augustine, Chief Technology Officer – CTE Inc. said, “by
exposing REM services/ components as Web Services, a client can communicate
with the services/ components using the SOAP over Http/S protocol. This
will enhance the communication scope, and the system would be able to
talk to Computer Aided Dispatch (CAD) system of the City of Chula Vista.”
About REM
The REM application provides a set of tools and capabilities that link
seemingly unrelated event information from different source systems. The
application analyzes this combined data to determine possible threats
to the community, and then warns first responders and other agencies,
before a planned act of terrorism, or any other serious crime can take
place.
One of the primary benefits of REM is increased user efficiency. This
has a direct impact on the community by increasing public safety. It also
indirectly benefits the community by potential revenue gains through increased
commercial and residential tax base improvements in public education and
economic growth. By providing more information quicker, REM allows the
law enforcement community to act on the basis of available information.
The role of REM in CommandRESPONSE™
Web Services: This functionality facilitates the communication between
REM system, and Computer Aided Dispatch deployed in the City of Chula
Vista, to take place on different protocols. Earlier, HTTP was the sole
protocol for communication. With the implementation of Web Services, communication
is possible through devices other than Internet browser – like hand
held device, cellular phones etc. The functionalities of Posting Events
and issuing Alerts would be exposed as Web Services.
